This 40″ LED TV from Toshiba seems to be turning up in ever increasing numbers with no picture, either permanently or intermittently. If you talk to Toshiba they will probably confirm that you have a faulty screen, however, that’s as far as it will go, as far as they are concerned screens are not repairable items and the price of a new one would be far more than the price of a new TV.
The problem with these screens are the cheap connectors in the LED strips inside the screen. This is a seriously fiddly job and should never be attempted by anyone other than a qualified engineer…not your mate down the road who is good with computers!!
Once everything is carefully dismantled its possible to measure the resistance across the centre connectors with a multimeter, obviously there should be a short circuit but in my latest screen repair I found two connections open circuit. These need to be hard wired across with wire links, and I will always wire all the connectors, not just the faulty ones, because in time they will all give trouble.
